Strategy Building, Policy Formulation and Planning are certain key activities which needs to be based on strong data driven evidences and must involve proved scientific methods. This is more or less determined as Research Based activity. For example, choosing an area where effective methodology is to be implemented for enforcement shall certainly require some data driven facts. Therefore, scientifica data collection, its analysis, reporting, preparing a strategy based on the analysis outcomes and publishing the research in journals is all covered under Research and Developement.
